SUMMARY:
The Management Analyst 4 will conduct organizational studies and evaluations, design systems and procedures, conduct work simplifications and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively. The Management Analyst 4 operates at a senior level, completing tasks independently and mentoring/supervision junior staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Function as a Management Analyst and technical expert on management systems techniques, processes and technology that will optimize the Division's operations.
• Analyze administrative processes and/or Division programs.
• Review written reports, letters, and other documents for accuracy and provide recommendations for management programs, policies and activities.
• Develop new or revised procedures for financial and administrative review of travel procedures to facilitate the operation of the Division with established guidelines. Conduct administrative and financial analysis of travel activities.
• Oversee the preparation and presentation of various recurring reports such as monthly, quarterly, cumulative semi- annual and cumulative annual reports of use of travel services.
• Provide technical guidance and assistance to lower-level staff in the review of documents in the official travel process.
• Requires complete mastery and understanding of the subject. This term should be used sparingly and only for unusually exacting or responsible positions required to originate hypotheses, concepts, or approaches.
• Directs and supervises the work of management analyst and other contractor personnel, particularly on major support efforts, such as large research projects or major office support.
• Perform other related duties as assigned.
EXPERIENCE, EDUCATION, AND LICENSURE:
• Be a US citizen, and possess at a minimum, a Secret security clearance, with eligibility to obtain and maintain a Top- Secret security clearance.
• Two years as a Management Analyst 3 or equivalent experience.
• Master’s degree and 15 years' experience. One year of relevant experience and/or relevant coursework can be substituted for each year of required education. Professional certifications such as CGFM, CSA, or PMP are appropriate for some positions and can also substitute for a year of experience.
• Possess excellent command of the English language and excellent writing skills.
• Be Proficient in the use of Microsoft applications (MS Word, PowerPoint and Excel).
• Maintains professional competence and specialized knowledge base by keeping abreast of emerging themes and best practices.
• Knowledge of and skill in applying analytical and evaluate techniques in order to plan, schedule and conduct studies and analyses of management functions or programs.
• Knowledge of substantive programs, goals, pertinent laws, and policies in order to analyze and assemble information; and knowledge of management and organizational techniques, systems and procedures to perform analytical studies.
• Supervisory experience.

WORK AUTHORIZATION/SECURITY CLEARANCE:
DoD Secret or higher security clearance, or the ability to obtain and maintain a Secret clearance. U.S. Citizenship is required.
ADDITIONAL QUALIFYING FACTORS:
Must have the ability to obtain and maintain a security clearance. In addition, a satisfactory background screening, negative drug test, positive references and proof of identity and legal authorization to work in the United States are required.
