Overview

ESSENTIAL DUTIES AND RESPONSIBILITIES:


• Four (4) years of Human Resource Experience.
• Basic knowledge of methods, principles, and practices of the HR field, particularly those relating to the functional areas of recruitment and position classification.
• Basic ability to interpret and apply position classification standards to positions to determine the recommended pay category, occupational series, title, and grade level.
• Performs a variety of duties related to management of administrative and personnel service programs of SCSTC.
• Serves as the principal advisor to various staff elements and their subordinates in the areas of office support services, administration, personnel management, document control, logistics, and a variety of other administrative matters.
• Demonstrate the ability to work independently and be able to communicate effectively both orally and through formal reports.
• Assist with performing a wide variety of complex and confidential Human Resource duties.
• Conduct comprehensive workforce assessments.
• Review and analyze all aspects of personnel actions and provide recommendations.
• Assist with workforce development.
• Advise assist in placement, promotions, transfers, and detail assignment of civilian personnel.
• Prepare Requests for Personnel Actions (RPAs) and track RPAs and ensure that actions are processed in a timely manner.
• Assist with in-processing new personnel and explaining personnel action policies such as pay adjustments, within-grade increases, merit promotions, reinstatement eligibility and probationary periods.
• Assist with special projects such as responding to data calls, request for information and inventories.
• Assist with developing local instructions and manuals for distribution.
• Analyze command missions, management objectives, and organizational goals and provide recommendations for improvement.
• Perform organizational and/or manpower utilization studies on a wide range of positions and provide recommendations.
• Provide briefings and attend meetings with management to help formulate improvement plans and strategies.
• Generates documentation and ensures completeness, accuracy and adequacy for accomplishment of numerous personnel actions.

REQUIREMENTS:

• U.S. Citizen.
• Possess DoD Secret clearance.
• Have excellent proof reading/attention to detail skills.
• Have Data Base Entry abilities (updating existing databases).
• Have the ability to interpret regulatory guidance.
• Proficient in Customer Service Skills.
• Must have excellent communication skills.
• Be proficient in typing proficient with a broad range of Microsoft Office Programs.
• Knowledge of office machines in order to print, scan, and fax documents.
• Able to type 45 words per minute.
• Proficient with a broad range of Microsoft Office Programs.
• Knowledge of various Human Resource Systems.
• Knowledge of personnel management requirements and Navy human resource requirements.

 

Minimum Education Requirement:

• High School Diploma.

ADDITIONAL QUALIFYING FACTORS:

As a condition of employment, candidates for posted positions must have acceptable reference and background check results and pass a pre-employment drug screening. Some travel will be required.
