The primary responsibility of this position is to provide Environmental Program Requirements Web (EPRWeb) technical support to Navy environmental clients to develop the Planning, Programming, Budgeting, and Execution (PPBE) requirements that support the Programming Objective Memorandum and Execution.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Assist with troubleshooting user issues related to US Navy Environmental Portal.
• Assist in training Navy and Tatitlek personnel in Navy Environmental PPBE and its associated use of EPRWeb.
• Maintain User Permissions within the EPRWeb Portal.
• Assist with maintaining program documentation and User Guides within EPRWeb.
• Assist with testing programming fixes prior to deployment.
• Assist with managing webinar systems.
• Assist with generating customized reports and draft presentations (e.g., MS Excel pivot tables and PowerPoint presentations), to support programming, budget formation and execution tracking.
• Assist with creating EPRWeb Newsletter.
• Attend and assist with facilitating client meetings.
• Assist in providing technical support to Navy clients (e.g. EPRWeb, MS Office).
NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Other duties as assigned.
REQUIREMENTS/QUALIFICATIONS EDUCATION AND EXPERIENCE:
• Bachelor’s or Associate’s Degree in a related field.
• Previous experience in Business / Systems Analysis or Quality Assurance.
• Basic knowledge in generating process documentation.
• Experience with web-based systems.
• Experience with financial systems.
• Experience working with Microsoft applications (Excel, Word, PowerPoint).
• Must be a US citizen possessing a DoD security clearance or the ability to obtain and maintain a DoD security clearance.
• Excellent organizational skills; must be detail oriented.
• Ability to complete tasks individually and collaborate with other team members.
• Self-motivated and have a pro-active work ethic with a “can-do” attitude to provide excellent customer service and actively contribute to building and expanding consultancy services.
• Willingness and ability to learn during fast-paced on the job training.
• Education and experience should demonstrate strong written and verbal communication skills, including technical writing skills.
PREFERRED KNOWLEDGE, SKILLS AND/OR ABILITIES:
• Knowledge of the Navy’s Environmental Compliance programs (Safe Drinking Water Act, National Environmental Policy Act, Clean Air Act, etc.) and ability to integrate client requirements into a web-based data management application. Able to provide technical support in complying with applicable environmental regulations and guidance. Capable of drafting technical documents, point papers, and briefing packages.
• Ability to apply common sense understanding to carry out instructions furnished in either written, oral, or diagram form. Self-motivated, manages own time, and completes projects while working on jobs simultaneously with minimal or no supervision. Capable of relying heavily on experience and independent judgment to plan and accomplish daily goals.
• Proficient in adding, subtracting, multiplying, and dividing in all units of measure using whole numbers, common fractions, and decimals. Skilled in computing rate, ratio, and percent and drawing and interpreting diagrams. Able to read, interpret, analyze, and discuss data.
• Adept at reading, writing, and understanding the English language and able to read, interpret, and analyze documents such as technical drawings and manuals, operating and maintenance instructions, procedure manuals, proposals, etc. Must learn and understand naval acronyms. Ability to write detailed reports and correspondence as needed. Talented in effectively presenting information orally and in writing and communicating clearly and concisely while under pressure.
ADDITIONAL QUALIFYING FACTORS:
