Overview

This position is located in the Office of Inspector General (OIG), Office of Management and Policy (OMAP).  The OMAP provides overall planning, direction, and management of all administrative responsibilities of the OIG.  This includes independently providing the full range of budget, human resources, information technology, procurement, and logistics services to the OIG nationwide. This position is located in the OIG Headquarters, Washington DC.  The Employee Relations Specialist shall provide Employee Relations Support Services to OMAP including any Supervisory Employee Relations Specialist or the Director of the Division of Human Resources Management.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 

  • Possess the ability to provide a full range of employee relations related services.
  • Serves as Subject Matter Expert (SME) in employee relations and performance management (e.g., conduct, performance and discipline, tours-of-duty, hours-of-work, adverse actions, grievances, and appeals).
  • Supports the OIG’s program on employee performance appraisal. Develops and conducts training of supervisors and OIG employees on employee relations and performance management issues.
  • Supports the providing of immediate advice, guidance, or clarification for ER inquiries interpreting and applying an in depth understanding of policy, employment law, and other regulations.
  • Conducts research into laws, rules, policies, and case law pertaining to employee relations and performance management.
  • Prepares performance and conduct actions pursuant to 5 USC Ch. 75 and 43 based on management determinations using charges and penalties for offenses of misconduct and/or performance.
  • Supports surveillance and oversight over OIG’s Performance Management and ER programs developing actions/projects/evaluation criteria to assure maximum effectiveness.
  • Maintains required secure documentation of cases, including intake and investigative notes, supporting documents, and final reports.
  • Supports the development of OIG policies and procedures pertaining to standards of conduct for employees and equitable disciplinary measures for infractions of the employment relationship.
  • Supports the development of all forms of communication and counseling necessary to maintain effective relations between management and the workforce.
  • Evaluates available alternatives based on knowledge of existing legal and regulatory requirements and specific needs of the OIG.

 

REQUIRED SKILLS

SKILLS, KNOWLEDGE AND ABILITIES:

 

  • Excellent written communications skills which include on-the-job experience using correct grammar, punctuation, and spelling in a succinct and organized manner; producing written information which may include technical material that is appropriate for the intended audience.
  • Experience making clear and convincing oral presentations.
  • Ability to maintain confidentiality and discretion with Personally Identifiable Information (PII).
  • Ability to resolve problems and issues with minimal assistance.
  • Demonstrated ability to collaborate across the organization, and work with key stakeholders to resolve employee relations issues.
  • Ability to conduct legal research and apply appropriate laws, regulations, etc. to situations at hand.
  • Ability to interpret new and existing laws, regulations, policies, executive orders, and/or third-party proceedings to develop and implement agency ER/HR policies and procedures.
  • Ability to review and provide comments on proposed laws, regulations, and other authoritative documents.
  • Ability to identify complex and strategic policy issues that impact and affect employee relations matters.
  • Ability to maintain and encourage objectivity in situations that may be charged with emotion and involve assumptions and to explain rules and procedures to employees and help them understand their rights and obligations.
  • Significant knowledge of employee relations principles, concepts, laws, policies, regulations, practices, analytical methods, and techniques.

 

PREFERRED QUALIFICATIONS:

 

Bachelors’ degree from an accredited institution

Work is typically performed in a controlled office environment. While performing the duties of this job, the employee may be exposed to weather conditions prevalent at the time. The noise level in the work environment is usually moderate.

 

This position will be eligible for telework, up to 5 days per pay period, and must be capable of working remotely (including broadband internet access) or in an office environment as requested.

ADDITIONAL QUALIFYING FACTORS:

 

As a condition of employment, must pass a pre-employment drug screening, as well as have acceptable reference and background check results. May be subject to a government security investigation and must meet eligibility requirements for access to classified information. Only US citizens are eligible for a security clearance. Must have or be eligible for security clearances. May require occasional travel.
