Overview

This Senior Financial Analyst/Cost Modeler position is located within the Bureau of Consular Affairs, Office of the Comptroller, Strategic Planning and Policy Division (CA/C/SPPD). CA/C is the primary financial management office for the Bureau and oversees the Consular and Border Security Program. CA/C/SPPD is responsible for the Cost of Service Model (CoSM), Interagency Reimbursements, and Strategy Planning programs. This position is part of the CoSM team and reports to the Deputy Division Chief.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 

  • Function as a Cost Modeler/Senior Financial Analyst performing expert analysis, coordination, and running of the Cost of Service Model (CoSM), Activity Based Costing (ABC) software for the CA/C/SPPD.
  • Drafts and delivers annual cost model updates per requirements from designated Government Point of Contact in collaboration with team.
  • Serves as Activity-Based Costing (ABC) expert, coordinates transition and implementation of new software as needed and verifies the assumptions and calculations in the cost model using the ABC methodology to validate the existing data to establish a baseline.
  • Updates unit cost reports for various scenarios and versions of the model and assists as needed to provide expertise related to the unit cost calculations at the end of the annual cycle of the model update.
  • Annually reviews and improves methods to analyze multi-year data sets and utilize historical knowledge and specialized experience to succinctly articulate how the cost model has evolved.
  • Assists with revenue and carryforward analysis for CBSP as a whole and by revenue source.  Assists with spending plans by fund source using model output to provide guidance and cost justification for spending by funding source.
  • Updates Standard Operating Procedures for maintaining the cost model and provide relevant training and support to colleagues on the model and ABC software.
  • Participates in all team meetings as directed, to included topics such as planning, preparation, data collection and analysis, data validation, modeling, model data validation, unit cost analysis, and fee and revenue analysis.
  • Provide technical guidance and assistance to lower-level staff on the model and software.
  • Maintains professional competence and specialized knowledge base by keeping abreast of emerging themes and best practices related to ABC and modeling.
  • Other duties as required by the team and/or assigned by CA/C leadership.

 

REQUIREMENTS/QUALIFICATIONS:

 

  • Must be a U.S. citizen with a valid U.S. passport and possess or obtain/maintain a minimum SECRET clearance;
    Bachelor’s degree.
  • 10 years of experience in project or program management.
  • Expert knowledge and demonstrated use of Activity Based Costing (ABC) methodology.
  • Experience in working with large data extracts and files, including sorting expenditure data to format for fee modeling purposes.
  • Knowledge and skills in utilizing user fee statutes, regulations and policies.
  • Experience with the Data Analysis, including Business Intelligence (BI) software tools and Microsoft’s Power Suite.
  • Experience in providing documents, responding to findings, and creating responses for external audiences, including General Accountability Office (GAO) and Office of the Inspector General (OIG) audits.
  • Must possess excellent verbal and written communication skills.
  • Must possess a customer service approach, to include but not limited to people-first attitude, problem-solving and maintaining highest standards of personal/professional ethics.
  • Must be Proficient in the use of Microsoft applications (MS Word, PowerPoint and Excel).
  • Knowledge of and skill in use of various virtual meeting platforms to include Microsoft Teams, Webex, and Zoom with the ability to adapt to using other various remote work tools.
  • Knowledge of and skill in applying analytical and evaluative techniques in order to plan, schedule and conduct studies and analyses of management functions or programs.
  • Department of State experience required; and understanding of consular activities preferred.

 

ADDITIONAL QUALIFYING FACTORS:

 

As a condition of employment, must pass a pre-employment drug screening, as well as have acceptable reference and background check results. May be subject to a government security investigation and must meet eligibility requirements for access to classified information. Only US citizens are eligible for a security clearance. Must have or be eligible for security clearances. May require occasional travel.
